Wayne, I think the Fed just feels the need to keep the credit bubble expanding and the coupon passes are their way of whistling past the rate rise graveyard. Without always expanding credit, the game be over. The banks might get antsy with higher rates and the value of their derivatives turning sour, so the Fed has to buoy them up.
