There is a degree of institutional parasitism that no economy can support. The Russian parasites have gone far beyond this point, and there is no way a market economy can succeed if they are not removed. This will not be done without a fight.

This sort of parasitism, of course, is precisely what the "legal framework" you refer to is supposed to prevent. Unfortunately, the Russian parasites are in a position to block the effective establishment of any such framework.
