I don't know much about the dealer auction mkt, but I would assume that large dealers don't test drive every car - rental or otherwise- before they buy at auction. I would assume when you buy large groups of cars, such as from rental companies, that there are certain arrangements between the parties about dealing with the occasional "lemon". If there aren't, that's an area of opportunity that someone should consolidate and take out the inefficiencies.

I'm sure AutoNation (I think that the big chain trying to reinvent the used car market) doesn't test drive every car they buy.
