They were not communist regimes, and Hong Kong and Singapore were lucky to have been tutored by the British, that is true. But the point in dispute was whether or not democracy was a precondition for a legal regime that permitted capitalism to flourish. If General Lebed established an authoritarian regime, and in so doing broke the political stalemate, and if he understood that the country needed to grow and prosper through a market economy, Russia might very well follow the Pinochet model...
