Re Revenue in Europe for free Internet access...
The word 'free' in Free Internet access (in Europe) is much overused.
What is free is the ISP access. What is NOT free (except with a few exceptions at the moment) is the phone call.
Revenue comes by the ISP and the phone company sharing the revenue of the phone calls.

If you think Internet access is free, one glance at my phone bill would convince you this is not the case! (I'm in the UK)

One company has now started to offer really free (off-peak only) access. They do this by getting you to switch to them for all calls. Since I have two lines, one for Internet access mostly, this may not be such a good deal for them if there are too many people like me using switching their ISP only line. We shall see. There have already been reports of fights in their stores , over the CD you need to sign up. They are currently rationing access to their service by rationing the cd's.
