I rarely read the language of International Law without feeling the temptation to burst out laughing.

Any propaganda for war shall be prohibited by law.

Why not just prohibit war? If we're going to ban cluster bombs, why not ban bombs altogether? And if somebody violates the ban, what will we do? Why bomb them, of course.

The obvious problem with these laws is that no enforcement mechanism exists, except those that violate the same covenants they are supposed to be enforcing.

Ethnic cleansing is against the law. Preventing someone from performing ethnic cleansing is against the law.

Policy is the line between statements of principle and practical reality. It's a nasty little line, and it is a lot easier to criticize those walking it than it is to walk it yourself.
