This has always been one of the truth is stranger than fiction aspects of analysts. Occasionally you see analysts raise ratings when the price falls to a good level to buy in, but usually they wait until it is back up before issuing that upgrade. Similarly you occasionally see downgrades when price targets are reached, but usually they just increase the targets or ignore them.

I don't think my broker has any of her clients in CDN, she recommends solid blue chips.
Not to deny that CDN is, in a way, a blue chip too, but it is not the Big Blue either.
