Yeah, there is a real misunderstanding between cluster munitions and air-scatterable mines (FASCAM).

However, US munitions are dialed in to self-explode after a designated period of time after being "spread" over a designated terrain they are trying to deny to the enemy.

The cluster munitions we seem to be using now are basically a delivery container packed full of small "bomblets" similar to hand grenades which spread out over a large area (some the size of a football field) and explode in an incredible cacaphony of shrapnel and sound. There is no time delay involved except maybe for a proximity fuse.
