Dave,
I use National Discount Brokers as well. Unless i misread your post, you are mistaken. There IS an extra fee for LISTED shares over 5000; but i have bought more than 5000 shares of penny stocks many times and never paid more than $20 unless i had to talk to the broker, in which case the fee was $28. Hope this helps.
