Multiprocessor chipsets, motherboard design, handholding for OEM's and OS guys, marketing, dynamics of low-volume market segments.

But you are right, even with the added costs of Slot 2, full-speed cache, etc., Xeon margins are higher than Celeron's. (I should hope so, it pays my salary.) But that doesn't mean Celeron is losing money.
