A tighter US dollar might help that trade deficit? The trade deficit is part of keeping the economy down and yes it would help if the fed tightened there.

I dont agree with a currency peg because of the very nature of currency that is tied to economic statistic that change very rapidly. Labor cost is a better governing factor because assets can become over inflated. The consequence of that action is a non reliable dollar base?
