Europeans May Ease Iraq Sanctions

UNITED NATIONS (AP) -- Britain and the Netherlands are willing to allow foreign oil companies to invest in Iraq if Baghdad cooperates with U.N. arms inspectors, diplomats said Tuesday. The revised British-Dutch draft resolution falls short of a Russian proposal to lift economic sanctions against Iraq once a system to monitor its weapons programs is in place. Still, the draft aims at a compromise between moderate members of the Security Council who want to improve life for Iraqis suffering under sanctions imposed in 1990 and the United States, which has been more cautious in suggesting improvements to the U.N. program.
