I liked the margin growth, building penetration, etc. in the WCII numbers, but one thing is still bothering me: On-net provisioning has hit a wall. 60K on-net lines were added in 3Q98, 62K lines in 4Q98, and 65K this last quarter... essentially flat growth in provisioning. What's the bottleneck and how is the company going to address it?

Factoring out newly-added on-net lines from this quarter, WCII is making almost ZERO progress in migrating off-net lines to on-net. Sure, on-switch is better than nothing, but on-net is where the fat margins are. What is preventing WCII from migrating off-net customers (which now number almost 300,000)? Order backlog is growing at a rate faster than growth in on-net provisioning, so the problem is only going to get worse.
