Didn't Ariel Sharon have one also?? Remember the massacre of Sabra and Chatila, Lebanon, in 1982 (1,500 Palestinian civilians massacred)... Walid Jumblat and his Druzes... It's always too easy for authoritarian regimes to shield themselves from the dirty jobs. The question is not about whether Milosevic gave written orders to Arkan or not! Someone will have to pay the bill --politically speaking. In Serbia, it's quite straightforward: the regime is an autocracy, it's not some governmental coalition comprising a dozen of conflicting leaders! On the contrary, the Nazi motto applies perfectly to today's Serbia: Ein Volk, ein Reich, ein Fuhrer ! Let Milo-the-Fuhrer pay the bill...
