"House Approves $15 Billion to Fund War, Disaster Relief
By Eric Pianin
Washington Post Staff Writer
Wednesday, May 19, 1999; Page A4

The House last night overcame concerns about excess spending and scores of special-interest provisions to approve a $15 billion emergency package to finance the war in Yugoslavia and provide a broad assortment of disaster relief and refugee assistance."...

Can anyone imagine getting approval for the money before starting the war? Maybe the military-industrial complex in the USA needs a little welfare-just like Russia.

Maybe the British have to sell their gold to finance their war ambitions-which might not otherwise be approved if the money had to come out of the budget.
