You are right--Nato IS a gang of outlaw countries. They are acting contrary to international law. My oh my.... Christopher. You, I believe, claimed your are an attorney, yet you ignore the basic fact there is no law unless its enforceable. And the enforcement agencies (police) have powers that extend beyond the law of its citizens such as the use of coercive powers of arrest, lethal force, and imprisonment. Think of NATO is the enforcement agency of international law. It was created, AS WELL THE CURRENT INTL LAW, by nations seeking a standard of conduct upon which to hold one another. The US was certainly the greatest impetus for the establishment of these laws since the post-ww2 era. Unfortunately, NATO is only as strong as the weakest link in its political chain, thus limiting its power. Every decision has be reached by democratic consensus within NATO, hardly a "lawless" act by a lone power (ie: the US). Can you imagine what would be occurring were the US not voluntarily sacrificing its options on the NATO negotiating table?? So think about it the next time you try to claim something is "contrary" to international law. That law only exists so long as someone is willing to enforce it. If the law doesn't work and wrongs continue to be perpetrated (like ethnic cleansing and genocide), a "citizen" has an obligation to do what they can to prevent the crime from occurring, even if the "police" are ignoring there pleas for help. The whole reason for Law is foremost to maintain stability and order in society, and only then to guarantee the liberties of its citizens. Without the first two, true liberty simply cannot exist.
