As I understand it, the deal between DELL and EDS was just for EDS internal desktop purchases and did not affect the recommendations that EDS made to its clients. EDS has strongly pushed CPQ for a number of years, especially in SAP contracts but also in other large integration projects. CPQ provided (and provides) deep engineering support to EDS in customer bids which DELL can not match.

But there is also no question that EDS and CPQ services now compete more directly. Perhaps CPQ has taken steps recently to firm up the EDS relationship - this post would certainly indicate some steps in that direction.
