I don't know. But it seems to me that it is more likely that the writers intended the hatchet job, and that the editors believed that the story was objective and true. Otherwise, you have the highly unlikely (IMO) proposition that the editors decided to do the hatchet job and chopped the story to suit their designs or asked the writers to produce the hatchet job. I think the former is more likely.

Editors edit but they almost never recraft an article to change the slant after submission of a draft that is even handed--especially on the deadlines of a daily paper. What can happen is that the article is too long and the "other side" which is written at the end, gets cut.
