It shouldn't be any business of the PUC as to what PacBell chooses to deploy. Government making business decisions in the interest of the people is a script for disaster. On the surface it seems like the PUC is forcing the evil greedy capitalists to do something constructive, but then the PUC will take it upon themselves to regulate DSL according to some arbitrary criteria which effectively negates the service or enforces rules of fairness. 22 companies sounds precisely like synthetic competition cooked up by do-gooders for fairness. It sure isn't a market solution and it is going to create a switching and management disaster. 22 companies! The price of DSL will have to rise by PUC edict or PacBell will pull the plug.

This is precisely what happened in cable tv. The perception of this thread is that this development is good for ATHM since while DSL is destroyed by public stupidity driven by community protectionism, cable BB can slowly come to dominate. It is beyond the minions of the local socialists and whereas that won't go beyond the global socialists, it will keep DSL tied up. The least thing that is important is whether you and I get fast Internet service. Of course, we are all rich from the stock market so we can afford to pay the socialists for their new programs.
