You really should realize by now that IA-64 is not RISC and definitely not VLIW

Of course it's not RISC. It is much more like a traditional CISC architecture, with microcode, string instructions, unbarriered self modifying code, etc.

And it certainly does not depend on the compiler to schedule execution slots like a VLIW processor.
