No.

Intel uses TSMC as a foundry source but I'm not aware of Intel licensing any Patents to TSMC.

Further, TSMC is relatively "new".

Since the Cyrix Patent Laundering deal - early 1990's - Intel has changed all their new licensing deals - and license renewals - to PROHIBIT THE USE OF INTEL's PATENTS, by Intel Licensees, for the use of THIRD PARTIES which may compete with Intel.

Bascially, Intel closed the barn door - after a few horses got out.
