Chamber approves rules limiting presidential powers

São Paulo, 20 - The Chamber of Deputies approved Wednesday in first round voting an
amendment regulating the editing of Provisional Measures (MP's) by the Brazilian
President. The proposal passed by 453 votes in favor, 1 against and 1 abstention.

With the new rules, MP's will remain in effect for 60 days and could be extended for an
equivalent period, but the President will no longer be allowed to reedit them. Nowadays,
MP's can be reedited for an indefinite number of times.

If the new amendment is approved in second round voting, lawmakers will have to vote
on MP's within a term of 120 days so as they remain valid.

There are at least 88 MP's in line waiting to be voted in Congress. (O Estado de S.
