**OT** Response to Amein Salaam Alek Amein! Yes indeed, Kosovo is predominantly muslim, and has been since the battle of The Field Of Blackbirds approx 400 years ago when Kosovo stood as the last bastion standing against the sweeping invasion of the Ottoman Turks. It was at the time the center of the Eastern Orthodox Church just as was Kiev which subsequently fell. History aside, I did not advocate that NOTHING should be done- I DID however wish to make it more clear that neither side in the conflict has blood free hands and things are not as black and white as that which we are led to believe from CNN or the Clinton Administration. Now, as to WHAT intervention the international community should perhaps have been allowed to consider- since you acuse me, falsely I may add, of advocating total non-intervention, I would submit to you that IF the world felt it HAD to intervene in the sovereign affairs of a nation that diplomatic, humanitarian, and arbitration assistance through the channels of the United Nations might have been a far more appropriate starting ground... It seems to me that the exodus of refugees plus acts of violence have escalated dramatically since the start of NATO intervention, and efforts that were intended to lessen human suffering have, because of poor & naieve strategy & ill conceived long range thought, given rise instead to far worse human suffering and acts of horror. As to what the President's rationale was, only he can answer that honestly. I can speculate that he acts out of a desire to establish some grand place in history texts of the future. To be seen by history as the great world leader who protected human rights far & wide? Perhaps. I just don't believe in villifying an enemy or distorting facts falsely in order to whip up public support AFTER the fact-- my point being that the Serbians are not Nazis, nor is the conflict in Kosovo comparable to the Nazi use of Jews, Slavs, Gypsies & political dissidents as scapegoats for the economimic problems of post WW1 Germany. Both sides have their issues- both sides had "bloody hands"- If the UN felt the crisis merited world intervention the UN should have voted to intervene. It did not. OUR Government led NATO into intervention independant of the UN. Mr. Clinton, who has NO military experience or expertise has conducted many poorly planned operations to date. Case in point- the ongoing Iraq affair... Somalia.... As opposed to the views of the Libertarian Party, as I read them on the link to the site provided by Freeus, I DO believe that US Forces serve some very necessary uses in some instances outside US Borders. I would NOT want to see the US withdraw from border duty in Korea.. and I believe our presence in Germany accomplished much towards the end of the cold war, many Berliners would have suffered had it not been for US Presense... and there are many other instances... BUT- I firmly believe that anytime US Troops are committed to a conflict, anywhere, at any time, they must only be committed with a clear strategy in force that 1) defines the mission in clear & obtainable terms, 2) allows them to fight completely- in other words TO WIN- there must never be another Vietnam-- never again should our soldiers be restricted to rules of engagement that preclude them from winning & achieving a clearly defined goal... 3) The strategy should be sound-- case in point- NEVER in the history of modern warfare has airpower alone EVER won military success.... air power is useful for many purposes, including support of ground forces, but it has never achieved victory alone... Not only was this not considered by the administration, and not only were our troops hampered before the start by announcements to the enemy that "ground force was not being considered", but, no strategic planning had been done to have appropriate forces, material, equipment & ancilliary services prepared & being emplaced before the order for action had been issued- YES- I believe that the Presidential Emergency Powers Act MUST be revised now in order to prevent similiar abuse from ever happening again - such power without checks & balances is dangerous in the hands of the ignorant.... and yes.. I am stopping once more.. not because I have no more I could add.,..but, rather because this is lengthly enough and there is way too much more I could add.,... and, I am still under oath as an officer of the Us Armed Forces... I do not lack compassion sir, if anything it infuriated me that NATO struck before taking into account the obvious fact that attacking Yugoslavia would result in MORE refugees & MORE hostilities and the planners had NO plans, shelters, provisions, or strategy beforehand in place and ready to receive the swell of refugees the bombing gave rise to.... You will find sir that those of us who have fought to save lives on the battlefield have far more hesitation to use force rather than diplomacy, and are very compassionate to the suffering armed conflict gives rise to.... Now-- I am not posting & running.... PM me if you or any other wishes to go on further-- and I will be glad to engage in further discourse... BUT- I have a job to do & have to accomplish THAT mission today too.... BFN
