yes. windows creates them and puts them in this folder and intends to close them when the application is finished with them.

you can remove them without problems to any of your programs.

If you're uncomfortable deleting temp files, rename the directory (folder) containing them. To be safe, create an empty folder with the original name.

Run your system for a while. If you don't experience trouble, your 'Temp' stuff is trash: If you need it back, your files are a 'rename' away.
