As I said to Steven, the diplomatic rule is to deal with the actually existing regime. Even when we supported the Shah over Mossadegh, he was the legitimate ruler, and had been forced out shortly before. As I also said to Steven, and he ignored, our attempt at nation building in Haiti has been a miserable failure, because we are not prepared to run the country ourselves, and they apparently are not prepared to run it either. We did not install puppets, we practiced "lesser evilism" in the context of a strategic contest with the Soviet Union...
