DD--- The countries of Central Europe that have joined NATO practically begged on their knees to be let in, and for good reason: they don't want to be caught between Germany and Russia ever again, so they want to be tethered to an alliance that itself reassures old victims about Germany...Many countries are still afraid of Germany, and resentful of it, as came out in the debate over re-unification. They want America in Europe for that reason...The Central Europeans are afraid that Russia will draw them into a sphere of influence unless they are solidly bound to the West. We only let in the most qualified this round. More want to join...As for taking the offensive, everyone is afraid of the Balkan precedent--- a conflict between a central authority and an ethnic minority spilling over into other countries, and creating a chain reaction. The whole of Europe could be thrown into an uproar. That is why they are so intent on drawing a line. It is a catastrophe with international repercussions, and an atrocity that could be prevented. The problem is not that we did something, since the very people who will be the most critical of this would have castigated NATO for inaction if it had turned into a humanitarian disaster while we sat on our hands. It is that we did it so poorly...
