No.

And I must correct myself - please alert Kash !

Intel is INDEED currently ramping FOUR (4)wafer fabs in 0.18 micron process - please add Intel's Santa Clara D2 facility to that list.

Intel is going hell-bent-for-leather in 0.18 micron.

But alas - critics can always say - AMD will be 100% converted before Intel - since they only have 2 fabs to convert and Intel has 10 or 11 fabs !

Ramping multiple fabs, it would not surprise me if they were scheduled to come online in staggered fashion, for various reasons.
