The thing I'd like clarified is does the 3 day settlement have an effect on the record date.

Yes, that is exactly why the 24th is significant (as a holiday) and the 21st becomes the real date. A person who sells before the close of the 21st will not own the shares still on the 27th, but will relinquish their shares to the buyer and be paid for the sale on the 26th according to the 3 day settlement rule. The buyer would get the rights, not you. If a shareholder were to sell on the 25th, they would still be "on record" on the 27th and thus qualify for the rights because their trade would "change hands" on the 28th. You must have not sold today to qualify.

I don't know if there will be an adjustment in the price of the stock on Tuesday's trading back down to the $1.15 range. I will likely hold and wait, as I have waited a long time already.
