Bob, we are not talking about a remote contingency. Kosovo has been the main worry all along, has been discussed for years among foreign policy wonks, and there were troops getting ready for an offensive. After what happened in Bosnia, we had every reason to take the threat of imminent catastrophe seriously...When I say "may", it is because the specifics of a situation may make it unwise to employ direct military action...But it is also possible that military action is the correct thing...
