They sure did.

Intel stole the x86 instruction set from Cyrix as well.

Stole is not the right word. New devices become possible when components reach certain weight / performance / power usage / price. Stating that this new device is possible doesn't do anything for you unless you market the product, patent the idea or find some way to make money with it.

Intel may know about some of these ideas even ahead of Cyrix. But Intel has to consider what introducing a new device will do to the status quo (earnings of $1.5 billion per quarter)
