If Nato stopped bombing today and let the diplomatic process continue, and stopped being tight assed about its pride and got genuinely interested in a solution, we could work out a solution under UN auspices which would get the Kosovans back far sooner than will happen if we keep up the bombing and keep insisting that the country which is bombing Yugoslavia to bits has to have the right to put its ground troops there, too. The solution is staring us in the face. 1) stop the bombing. 2) agree to a UN peacekeeping force WITHOUT nato troops in Kosovo. What troops could be used? Troops from many countries could be called on. Russia, China, Switzerland, any of the South American countries, any of the African countries. Yugoslavia might even agree to troops from nato countries not directly involved in the bombing -- Canada, Belgium, Poland, etc. The key thing is to get troops in there under UN command, not which troops. 3) start resettling the refugees, with massive aid both to rebuild Kosovo and to rebuild Serbia. This is the carrot to go with the stick. Milosovic has clearly said that he would agree to such a solution. Then, if Milosovic doesn't comply with the terms of the agreement, the UN can order selective bombing or other military action under ITS auspices to enforce a lawfully binding agreement. Your assumption that if Nato pulls out the genocide will continue is simply wrong. Yugoslavia needs Russian and other international support, and if the bombing stops and they continue atrocities in Kosovo, that support will be gone.
