STAMFORD, CONN. (May 24) BUSINESS WIRE -May 24, 1999-- Network
Designed to Provide xDSL Services; Initial Deployment to Cover 180
Central Offices in 8 States Addressing Approximately

4 Million DSL Qualified Access Lines by Year End 1999

Sirco International Corp. (NASDAQ:SIRC) announced today an ATM network
build-out by Access One Communications and WebQuill designed to provide
xDSL high speed Internet services throughout the Southeast United
States.

The companies are currently completing the first two network nodes,
which will provide both dial-up and ADSL Internet access to most of
central and southeast Florida. Dial-up services are expected to be
launched by month end covering all of LATAs 460 and 458. ADSL services
are expected to be launched in Orlando during July, and in Miami, Ft.
Lauderdale, Boca Raton and West Palm Beach in August 1999. This first
phase of the network build-out will include 12 network nodes providing
LATA wide coverage in 8 states. The initial nodes will be able to
address approximately 9 million access lines of which approximately 4
million have been qualified as ADSL capable with the technology
currently being deployed.

Kevin Griffo, Access One's President stated, "ADSL service is the
perfect solution for our small to medium-size business customer base.
With our ADSL service we can provide high speed Internet and other data
services comparable to T-1 services to small and medium sized
businesses for prices as low as one tenth those of a traditional T-1.
With the completion of the e.spire(NASDAQ:ESPI) transaction last month,
we now have business customers in each of these initial markets. We
will be offering our local and long distance customers dial-up Internet
service for a price as low as $4.95 per month in Zone 1 markets. Our
initial ADSL service will provide downstream speeds as high as 1.5 Mbps
and upstream speeds as high as 256Kbps for a price as low as $49.95 per
month."

Ken Baritz, Access One's Chairman and CEO, stated, "Many of our
"Facilities-First" competitors have elected to deploy networks with a
topology that is almost a century old. Our leased facilities
arrangement with BellSouth (NYSE:BLS) has released us from the need to
build the traditional central office based circuit switch network with
a primary design and purpose of providing local and long distance voice
services. This network design will allow us greater flexibility to
provide the types of services that our customers will demand now and in
the future with significantly less capital expenditures."
