That link may be may turn out to be one of the more valuable in that it names the Russian agency, Gosstandart, apparently resposible for certifying all sorts of stuff going into the country. And Google has all sorts of into on that agency:

If the receipt of certification is also accompanied by a holographed document, then I begin to see why the HGRM contract will become so very, very large.

Just for example, check out the tedious certification process described at this site. itaiep.doc.gov trying to find out if in fact the process of gaining certification now requires use of our holograms.

Dang!! I think I'm on to something. One of the labs which is authorized to certify products going into Russia is located in Seattle. They create two documents. One is the certificate itself (no holograph attached). The other is a certified copy of the certificate. The latter must have a hologram attached!! This is standard procedure. The Seattle company obtains the holograms from Moscow. Unfortunately, the person I spoke with doesn't know who produces them - bet we know!!!
