Were it not for the fact that Yugoslavia is smack dab in the middle of NATO countries and for that reason a particular nasty thorn in the side European peace, I don't we'd really be that concerned.

But it is, and the Russians and Chinese know that and chose to exploit it by supporting Milo and backing his gov't up in the UN (or at least not openly condemning it.)

Depends on how you define winning. We can't lose this war either so long as we forever neutralize Milosevic's ambitions and destroy any threat he may have posed.

Serbia is an economic wreck and will require western money to rebuild. The Serb people are beginning to realize this and think about whether supporting Milosevic is worth the price.

The best victory we could hope for would be a popular uprising among the Serb people and the installation of another gov't. So long as Milo is in charge, he represents an agressive Serbian nationalism that is intolerant of other ethnicities.

I think it will happen. It might be after a bombing halt and peace settlement, but it may occur before a halt.

Don't think we aren't working covertly with any and all Serbian opposition leaders to create the mechanism of Milo departure from the political scene.
