2305 GMT 990521 - A Washington Post reporter visited the site of a NATO attack last week that killed 87 civilians. According to the reporter, survivors of the NATO attacks said there was no sign of Serb military units in the area when NATO attacked. NATO claimed that the site in Korisa was a military target, and that Serb military units used ethnic Albanians as human shields. Capt. Steven Warren, a spokesman for NATO Supreme Commander General Wesley Clark, said that NATO would not release any more information on the attack. "Everything that's going to be released on that has been released," said Warren.

Steven,, Your thoughts remind me of thoughts that I had when I was much younger... It would appear so obvious---I honestly cannot understand why they do not operate like that, but they do not.....
There must be a flaw in that logic which escapes us...

We cannot deny that they take the nasty route intentionally.

Steven--- A fundamental point of agreement! What most countries need is political stability, a reliable currency, a low level of corruption, reasonable access to capital, and enforceable property rights, including rights of contract. Even now, Russia will not let farmers sell their land, which means that there is no way of removing inefficiencies through consolidation or borrowing against property to raise capital....
