This is just one more manifestation of it. Gates did set up his research lab, where he pays brainy guys to reinvent the world, and essentially do whatever they want, but even that, in a way, is more evidence of his controlling personality: he puts them into a roped off atmosphere, and tells them to go play and invent. He gets to control the final results, though, judging what should get out into the world.
