It's the American way. The elephants will tell the SEC, that there's too many hungry mouths chasing to few candy bars.
Now if they issued more candy bars @ the getgo, would that make a difference??

All the SEC has to do is question why an underwriter can be consistently off by 300% in pricing an IPO

To play devil's advocate, not only does this practice put hundreds of $millions in insider's pockets, it also shields underwriters against charges of overpricing when they crash.

The Hambrecht Dutch Auction process for IPOs will be the answer to this issue.
