What about that republican plan to give individuals some % (can't remember how much) of SS money in a self directed savings account? Is that a zero sum issue in terms of the budget? Thats the way they presented it on the radio, as if the worst case with this new plan people would get what they get now for benefits. Best case (someone makes prudent investments) they will receive much more.

We just need to make sure that people can't double dip into the system if they spend all their money on bad investments, that was my only concern after hearing about it. It was a republican proposal that they intended to shelve until after 2000 then revisit it.
