If the high hopes of Norfolk Southern and CSX for Their acquisition of Conrail hold up, generating increased traffic on both systems while lowering rates to shippers, there will be many beneficiaries beyond the two big railroads.

As truck-line railroads rationalized their systems throughout the east, many branch lines and lesser routes couldn't economically run big time and fully unionized . But some had enough customers to justify continued small-time operation.

Dozens of short-line railroads now link to the big networks operated by Norfolk southern and CSX, and a rising tide might lift all the boats.

Among the publicly traded short-line railroads in the East are Guilford Rail System, which operates the Boston & Maine and Maine Central; New York & Atlantic Railway, an Anacostia & Pacific Co. subsidiary that operates freight service on Long Island; NEW YORK REGIONAL RAIL corp., owner of the rail barge service in New York harbor; Emons Transportation Group, which operates short lines in Pennsylvania, new England and Quebec; Genesee & Wyoming, which operates short lines all across the country, including its namesake in upstate New York;Railtex, a Texas-based short-line holding company with several lines in Michigan, Massachusetts and Connecticut; the Providence & Worcester in Rhode Island and Massachusetts and the Housatonic Railroad in Connecticut.
