Do you believe that the institutions don't actually trade options for their own accounts? ... that they only act as Market Makers or brokers?

If so, ask your broker's compliance officer if that's the case.

Re price war threat:

Who do you believe will benefit most? Dell, that is the least cost producer with the best gross margins? ... or CPQ, etc that aren't making money without a price war?

While financially, IBM could start a war if it chose to, the example being made of the airlines for Predatory Trade Practices, would likely lead to second thoughts.
