The underwriters may time the IPO for June, before earnings season, just as the Internet stocks start to run up. The big run up should be in June - July, with good earnings from Net2Phone increasing the price of the stock. Remember, the affiliated investors (GE, Softbank) get their gain from the secondary offering, which cannot occur until after the lockups expire several months after the IPO. So the best timing for the investors is just before earnings season, so the stock will run up after the offering, preparing the way for the secondary offering a few months after, during the next quarterly run up.

Maybe CBS Marketwatch and Data Broadcasting is a similar situation. The MKTW IPO traded as high as 130 per share, closed around 100, later down to 70, then back to 100. Now MKTW is trading at about 50.

Another example is CMGI and LCOS.
