In times of greed, people will put their money in whatever they believe will give them the greatest gains, and usually with clouded thinking.

In times of fear, they will put their money in the safest place/form they know of, that will hopefully preserve what they have, usually with sober thinking.

At the same time, people of power will use other peoples money to become wealthy, knowing they can find or create a way to never return it.
