To some extent, of course, but the powers are not as free to act as they would like to be. Public opinion is a real constraint, and the media are everywhere. These factors are not as potent as they would be if the people of the countries in question were less apathetic, but they do exist. Today it is virtually essential to get some form of multilateral approval or alliance to justify a great power in using force outside its own borders. This was not the case until very recently.
