Uh huh. "Read my lips". Not to mention the total denial of arms for hostages, and money to the contras, in the Reagan administration, until one day, it was suddenly all Reagan's idea, but they weren't connected, supposedly, so it was all ok.

Ground troops in Kosovo, before some kind of settlement, still doesn't seem that likely.
