This number is NOT individual investors. It is comprised of the number of brokers holding shares for individual investors. Each of those 243 brokers may be holding shares for thousands of individuals.

It's their stock, so when they sell it, it is their money. But realize that insiders (as a group) are not "unloading" stock in this deal. Rather, it's being transferred from one set of insiders to another. The company, on the other hand, gets the money from the sale of preferred stock.
