That begs the question as to why a suspected spy was allowed to continue working in the labs for three years AFTER he was under suspicion and also why Reno refused to allow a proper investigation despite multiple requests from the FBI. I suspect there is plenty of blame to go around (including the Reagan and Bush years). JLA
