It was Clinton's Executive Order that directed the release the nuclear secrets from the DOE. It was Clinton's campaign contributors on whose behalf he pushed for licensing of missile technology to the Chinese. He's also responsible for transferring the licensing of militarily sensitive products from the Department of State to the Department of Commerce --- there's no need to push for this unless he meant to give away military secrets. Secrets from the weapons labs were stolen from the 70's to the present. As recent as 1997, Lee was meeting with the Chinese on the mainland. The stealing of those secrets were not directly attributable to Carter, Reagan, Bush, or Clinton. The responsibility for the stonewalling of the FBI's investigation of Lee's computers lies at the feet of Reno and Clinton.
