Andy, that is why Schwarzkopf was upset enough for it to leak. On the other hand, there were broader strategic considerations. We were not prepared to hold Iraq together; the conservative Arab states would have been loathe to have seen it fall apart, or to have been party to our occupation; we still feared a resurgent Iran, and the Shi'ites in the south of Iraq; and the Kurds were a provocation to turkey and other states, who would not have tolerated a rump Kurdistan.Therefore, the potential for chaos seemed to great to leave Iraq totally defenseless, and we overestimated the damage we had done to it, or rather underestimated the redundancy that Saddam had built into the system....
