it was his lack of action on national security, the downsizing of the CIA, and budget cuts to the military that have made it so easy for these terrorists like Bin Laden to blow up our embassies.

I'm not a big Bill fan, but the tendency of some here to blame everything on him gets seriously overblown at times. Our military budget has no effect whatsoever on terrorists, and I've met nobody familiar with CIA operations who didn't think that downsizing was long overdue. The CIA has never been very effective at preventing terrorist acts; this is less a function of their budget and size than of their focus. Far too much attention goes to irrelevant non-threats, far too little to areas like terrorism.

He is a delightful scapegoat, but if we are actually looking for causes, we'd do well to look a little deeper.
