Without checking, are LEAP options structured as are Qualcomms? [sell dates constrained on options. Are the 'buy' periods restricted as the 'sells' are?]

Seems to be a large purchase given the big run up over the past months. Insider confidence at the eventual market for the company? Bullish event even if the timing is restricted.
